AMB. PATRICK MUGOYA OUTGOING PERMANENT SECRETARY HANDS OVER OFFICE TO MR. VINCENT BAGIIRE INCOMING PERMANENT SECRETARY, MINISTRY OF FOREIGN AFFAIRS AT THE MINISTRY HEADQUARTERS KAMPALA ON 3RD AUGUST 2021.

The handover ceremony took placeat the Ministry of Foreign Affairs Headquarters Kampala and was presided overby Hon. Gen. Abubaker Jeje ODONGO, the Minister of Foreign Affairs in thepresence of Hon. Okello ORYEM, Minister of State for International Affairs,Hon. John MULIMBA, Minister of State for Regional Cooperation, Heads of variousDepartments and staff members of the Ministry.

 

During the handover, Amb. CharlesSsentongo, the Chief of Protocol on behalf of the Ministry Staff paid tributeto Amb. Mugoya for his exemplary leadership and teamwork. He described Amb.Mugoya as a distinguished and unwavering Foreign Service Officer who has servedfor four decades. Amb. Ssentongo further credited Amb. Mugoya not only forhaving taught and mentored many Foreign Service Officers but also for ensuringbetter staff welfare.

 

In his remarks Amb. Mugoyaconveyed a message of gratitude to H.E. Yoweri Kaguta MUSEVENI, President ofthe Republic of Uganda for availing him an opportunity to serve as PermanentSecretary of the Ministry for the last four years.

 

The outgoing Permanent Secretaryalso appreciated Hon. Gen. Abubaker Jeje Odongo, for the excellent workingrelations since he recently joined the Ministry as well as other Ministersunder whom he served including Hon. Okello ORYEM and Hon. John MULIMBA

 

Amb. Mugoya noted that he joinedUganda’s Foreign Service on this exact same day 3rd August 1979 and has sinceserved diligently for the last 42 years.

 

The incoming Permanent Secretary,Mr. Vincent BAGIIRE expressed his gratitude to H.E the President for hisappointment. He further thanked Amb. Mugoya for his dedicated service to theMinistry and the Country at large. He pointed out that the Ministry plays a keyrole in its mandate of implementing Uganda’s Foreign Policy noting that he hasinteracted with its work while previously serving at the Ministry of ICT. Helooks forward to working with the political leadership and the technical staffof the Ministry.

 

The Minister Hon. Gen. AbubakerJeje ODONGO thanked Amb. Mugoya for the 42 years of his life that he hasdedicated to serving Uganda. He urged the outgoing Permanent Secretary to availhimself whenever the Ministry calls on him for consultation and guidance. TheMinister wished Ambassador Mugoya and his family blessings and prosperity as hestarts a new phase of life.

 

Hon. Odongo later welcomed theincoming Permanent Secretary, Mr. Vincent BAGIIRE, and congratulated upon hisappointment. He pledged the Ministry’s support and cooperation to enable Mr.Bagiire to carry out his duties.
